Section 1: Introduction
The West Africa Cashew Project (PRO-Cashew), funded by the United States Department of Agriculture (USDA) and implemented by CNFA, is a five-year initiative focusing on cashew producers in Benin, Burkina Faso, Côte d’Ivoire, Ghana, and Nigeria. The project aims to increase production capacity and improve nut quality while encouraging the renovation and rehabilitation of cashew farms, thereby creating a more competitive West African raw cashew nut for the international market.
One of the activities under the PRO-Cashew Project is capacity building for farmers’ organizations and agri-food suppliers. To achieve the desired outcomes for this activity, the project is organizing outdoor film show sessions called “Ciné Village.” These sessions aim to educate cashew farmers and their families on best practices in cashew production.
Offerors are responsible for ensuring that CNFA receives their offers in accordance with the instructions, terms, and conditions outlined in this RFQ. Failure to adhere to the provided instructions may result in disqualification of the offer. CNFA will consider proposals from vendors in Nigeria for the listed gadgets.

Please take note that, unless otherwise indicated, any mentioned brand names or models are for descriptive purposes only. An equivalent substitute that meets the specifications will be acceptable.
Quotations:
Quotations submitted in response to this RFQ should be priced on a fixed-price, all-inclusive basis, covering delivery and all associated costs. Offerors are required to include proposed payment terms and a payment schedule if applicable. Failure to provide proposed payment terms may result in disqualification from consideration. Pricing should be presented in Cedis. Offers must remain valid for a minimum of 60 calendar days after the offer deadline. Offerors are requested to provide quotations on official letterhead using the format provided in Section 4 – Technical Requirements.
Evaluation:
The award will be granted to a responsible offeror whose proposal complies with the RFQ instructions, meets the eligibility requirements, and (Lowest-priced, technically-acceptable approach – LPTA): meets or exceeds the minimum required technical specifications and is deemed the best value based on a lowest-price, technically-acceptable basis. Only offerors determined to be technically acceptable will be considered for award.
The evaluation committee will assess offerors’ acceptability based on the following criteria:
Technical Capacity: Meets or exceeds the technical specifications listed in Section 4: Technical Requirements. Past Performance: Minimum of 2 years’ experience in supplying gadgets, especially those covered by this request. Delivery Timeline: Must deliver within 7 days after signing the Purchase Order. Warranty on tools and equipment: At least 1 year, along with after-sales services. Registration: Copy of the licensee’s registration or business license. References: Three contacts for referrals from organizations/individuals for which the offeror has successfully completed similar work.
Payment terms: Ability to pre-finance supplies 100%.
Best-offer proposals are requested. It is expected that the award will be based solely on these original proposals. However, CNFA reserves the right to undertake any of the following:
Conduct negotiations and/or seek clarifications from any offeror prior to award. While preference will be given to offerors who can fulfill the full technical requirements of this RFQ, CNFA may issue a partial award or divide the award among multiple suppliers if it is in the best interest of the PRO-Cashew Project. CNFA may cancel this RFQ at any time.
Please note that if there are any deficiencies in meeting the requirements of this RFQ, an offer may be deemed “non-responsive” and disqualified from consideration. CNFA reserves the right to waive minor deficiencies at its discretion.
Payment and Award:
The award will be granted to the offeror whose quotation represents the best value to the Project. Only the entity that submits a proposal in response to this RFQ will receive the award. CNFA will not issue awards to different offerors, entities, or third parties other than the selected offeror(s). Any award and payment resulting from this RFQ will likely be in the form of a Purchase Order. This award is subject to the terms and conditions of the PRO-Cashew Project as stipulated in Annex 3.
Offer Format Instructions:
All proposals must adhere to the following requirements:
- Use the English language only.
- Include the individual/agency/organization name, date, RFQ number, and page numbers as a header or footer throughout the document.
- The Technical Offer must follow the format provided in Section 4.
A complete offer should include the following documents:
- An offer checklist (Annex 1).
- A cover letter on company letterhead, signed by an authorized representative of the offeror (Annex 2).
- A comprehensive Technical Offer addressing the evaluation criteria in Section 5 and using the format provided in Section 4.
- A copy of the offeror’s business license, or, if an individual, a copy of their identification card.
- Three contacts for references from organizations/individuals for which the offeror has successfully performed similar work.
