Job Purpose:

The State Technical Lead will manage and provide guidance to the state implementation team on HIV/AIDS care and treatment programs. As part of the senior management team, the incumbent will play a strategic role in directing the organization’s operations. Responsibilities include program planning, design, review, and monitoring of field-level implementation. The State Technical Lead will directly manage the state technical team and work with central office managers to develop program management capacity and ensure progress monitoring.

 

Specific Duties & Responsibilities:

• Provide supervision and guidance to all technical staff at field offices.
• Serve as the point of contact with government officials and coordinate collaboration with public sector and NGO partners in the focal states.
• Monitor intervention strategies to ensure they meet administrative, financial, and programmatic goals, with support from central office staff.
• Coordinate capacity building activities for partners at the field level.
• Review programmatic and financial reports submitted by collaborating partners at the field office level and forward them to the central office.
• Oversee financial and administrative activities at the field office, including supervision of finance/admin staff.
• Conduct regular monitoring visits to project sites as necessary.
• Coordinate the implementation of services under subcontract agreements with supported facilities and community-based organizations.
• Manage communications with stakeholders, including development partners, civil society, and other relevant groups.
• Develop performance plans and evaluations for employees, including subordinate supervisors, and review evaluations for equity.
• Assist in the coordination of IEC materials development and production for implementing agencies in the focal states.
• Assist with individual and site work planning, as well as state strategic planning.
• Foster a productive working relationship between the organization and partner facilities.
• Maintain excellent working relationships with counterparts at state and local levels, USG implementing partners, and local groups/organizations.
• Perform any other duties assigned by the Interim Executive Director or designee.

 

Qualifications & Experience:

• Master’s Degree in Public Health, Management, Sciences, or Behavioral Sciences, with 7-9 years of experience in managing community-level programs. A Bachelor’s degree with additional experience will also be considered.
• Minimum of 5 years’ experience in HIV/AIDS program planning and implementation at the community level, working with public and NGO sectors.
• Supervisory experience in health program management, with at least five years of experience working in the Nigerian healthcare system.
• Experience collaborating with local governmental partners, U.S. Government or bilateral donors preferred.
• Clinical experience in HIV/AIDS care and antiretroviral treatment is an added advantage.
• Strong leadership and management skills.
• Exhibits a positive and professional demeanor both in and outside of the workplace, representing and furthering the mission, vision, and values of the program while maintaining ethics, integrity, and legal compliance.
• Strong written and verbal communication skills, with the ability to collaborate effectively with program staff and stakeholders across organizational boundaries.
• Ability to work independently with minimal supervision, accept and discharge substantial responsibilities, prioritize work assignments, meet deadlines, and exercise professional judgment.
